16 killed as Syria OKs observers in principle

Posted:

Syria agreed in principle Friday to allow dozens of Arab observers into the country to oversee a peace plan, a significant concession from a hardline regime that loathes any sort of outside interference.

But critics said the regime is only stalling, trying to defuse international pressure while continuing its bloody crackdown on an 8-month-old uprising which the UN estimates has killed more than 3,500 people.

The acceptance came after surprisingly heavy pressure from the Arab League, which brokered the peace plan and this week suspended Syria from the 22-member organization for failing to abide by it. On Wednesday, the league gave Damascus three days to accept an observer mission or face economic sanctions.

Violence has escalated in Syria the past week, as army dissidents who sided with the protests have grown more bold, fighting back against regime forces and even assaulting military bases. Activist groups said security forces on Friday killed at least 16 anti-government protesters in what has become a weekly ritual on Fridays, the main day for protests in Syria as thousands of people stream out of mosques following afternoon prayers.

The Arab League observer mission aims to prevent violence and monitor a cease-fire that Damascus agreed to last week in the league peace plan but has been unwilling or unable to implement.

Clinton says 'there could be a civil war' in Syria

Posted:

There could be a civil war with a very determined and well-armed and eventually well-financed opposition that is, if not directed by, certainly influenced by defectors from the army, Clinton said.

"We re already seeing that, something that we hate to see because we are in favor of a peaceful... protest and non-violent opposition," the chief US diplomat said.

In Moscow, Russian Foreign Minister Sergei Lavrov said Thursday that an attack like the one on a Syrian intelligence base by army defectors -- who have formed the Free Syria Army -- could lead the country into a civil war.

But Clinton s deputy spokesman Mark Toner had disagreed, saying Thursday: "We think that s an incorrect assessment."

He added: "If it (Russia) characterizes it as a civil war, we view that it is very much the Assad regime carrying out a campaign of violence, intimidation and repression against innocent protesters."

Toner has said that violent acts by the opposition play into the hands of the Syrian regime which claims a largely peaceful movement is led by thugs and "terrorists."

Clinton also squarely put the blame for the violence on the regime of President Bashar al-Assad. "The way the Assad regime has responded has provoked people into taking up arms against them," she said.

Student protest in Chile ends in clashes

Posted:

Police said at least 4,000 people took part in the march from the University of Santiago through the city s center, in the latest demonstration of a student protest movement that began April 28.

There was no immediate word from the authorities on arrests in the incidents at the end of the march, when masked protesters armed with sticks and hurling rocks attacked police, who responded by firing tear gas and jets of water from water cannons.

The march followed a day of protests in Valparaiso, the seat of the parliament 120 kilometres (75 miles) west of Santiago, in which nine people were arrested following similar clashes.

The students, with the backing of professors and labor unions, are demanding that the conservative government of President Sebastian Pinera overhaul the education system to guarantee free, quality university-level education for all Chileans.

Protesters also want more funds for education in the 2012 budget currently under discussion, and a law transferring responsibility for public schools from towns to the central government to guarantee equal funding.

The measure, known as "demunicipalization," is scheduled to be discussed in Congress by the end of the month.

The protests have been the biggest, and most sustained, since the end of the dictatorship of Augusto Pinochet more than two decades ago.

Under Pinochet, state funding for public education was slashed, privatization encouraged and responsibility for public schools passed to municipalities.

Muslims to NYPD: 'Respect us, we will respect you'

Posted:

Hundreds of Muslims prayed in lower Manhattan and planned a march on New York Police headquarters Friday to protest a decade of NYPD spying inside Muslim neighbourhoods.

The traditional Friday call to prayer echoed off the cold stone of government buildings as people, bundled in winter clothes, knelt in prayer on a blue tarp.

"We are unapologetically Muslim and uncompromisingly American," imam Talib Abdur-Rashid told the crowd of about 500 gathered in Foley Square, not far from City Hall and local courthouses.

To Mayor Michael Bloomberg and Police Commissioner Raymond Kelly, he added, "We want for you to respect us and we will respect you."

An Associated Press investigation revealed widespread NYPD spying programmes that documented every aspect of Muslim life in New York. Police infiltrated mosques and student groups. Plainclothes officers catalogued Middle Eastern restaurants. Analysts built databases on Arab cab drivers and monitored Muslims who changed their names.

"Had this been happening to any other religious group, all of America would be outraged," said Daoud Ibraheem, 73, a retired graphic artist from Brooklyn.

Many of these programmes were built with the help of the CIA as part of an unusually close collaboration that is now the subject of an internal CIA investigation.

"There s a wrong that we have all been made aware of," said Abdur-Rashid, of the Mosque of Islamic Brotherhood.

He said it was no secret that police have been watching mosques. But the news that the NYPD was monitoring everything from Islamic schools to restaurants was unacceptable.

"We re peaceful people," said Dalia Nazzal, 18, a freshman at the City University of New York, the target of police infiltration. "We don t deserve to be under surveillance."

Mohamed Mahmoud, 40, the owner of a Brooklyn printing shop, said he knew several people who had been approached by NYPD officers trying to recruit them as informants. Documents obtained by the AP also show that police monitored even those Muslims who decried terrorism and partnered with the government to prevent violence.

Seven rescued from collapsed China mine

The mine in the coal-rich Inner Mongolia Autonomous Region collapsed early in the morning trapping 12 miners, regional mining authorities told Xinhua, the latest accident in an industry plagued by corruption and safety hazards.

Coal mine accidents are common in China, where work safety is often neglected by bosses seeking a quick profit.

Last week, at least 34 workers were killed after a blast at a mine in China s southwestern province of Yunnan, Xinhua reported on November 13, three days after that accident.

China s rapid economic growth has brought rising demand for power. It relies on coal for 70 percent of its energy needs, making it the world s largest consumer of the fossil fuel.

Last year, 2,433 people died in coal mining accidents in the country, according to official statistics -- a rate of more than six workers per day.

Labour rights groups, however, say the actual death toll is likely to be much higher, partly due to under-reporting of accidents as mine bosses seek to limit their economic losses and avoid punishment.

West says Iran deceives world on nukes

The US and its Western allies bluntly accused Iran on Friday of deceiving the world on nuclear arms, as the UN atomic agency passed a new resolution criticizing Tehran s nuclear defiance.

Iran shot back that the West s allegations were based on fabricated American, Israeli, British and French intelligence fed to the International Atomic Energy Agency to try and discredit the Islamic Republic.

The unusually tough exchanges were bound to raise international tensions over Iran s nuclear program even though the Western statements emphasized that the preferred solution was through diplomacy.

Statements delivered to the IAEA s 35-nation board by the US, and on behalf of Germany, Britain and France, contained no mention of military action an option that has not been discounted by either Israel or the US if Tehran refuses to stop activities that can be used for nuclear weapons.

Still, they pulled no punches, drawing heavily on a recent IAEA report based on intelligence from more than 10 nations that concluded that some alleged clandestine activities by Iran could not be used for any other purpose than making nuclear arms.

"It is no longer within the bounds of credulity to claim that Iran s nuclear activities are solely peaceful," said Glyn Davies, the chief US delegate to the IAEA, adding: "There is little doubt that Iran ... at the very least, wants to position itself for a nuclear weapons capability."

For the three European nations, German chief delegate Ruediger Luedeking said Iranian actions, ..."deepened disbelief in the exclusively peaceful nature of its nuclear program."

With the Nov. 8 report adding substantial weight to previous alleged evidence of Iranian nuclear weapons research and development, dismissing such suspicions "as false and fabricated as Iran has done in the past is neither plausible nor believable," Luedeking added.
